Soil liquefaction was widely observed during the 2011 off the Pacific coast of Tohoku Earthquake. The heavy damage due to liquefaction along the Tokyo bay coast particularly attracted attention. We conducted field investigations just after the earthquake and observed the conditions at several key locations. As a result, the investigations revealed that the occurrence and degree of liquefaction depend greatly on the locations. Therefore, we conducted effective stress dynamic analysis to simulate the liquefaction behavior in time domain for two sites: one that had undergone liquefaction and another had not. The simulations could reproduce the different levels of liquefaction for the two sites. The simulation of the liquefied site showed that, after liquefaction triggering, the long-period movements of the ground lasted for more than two minutes. This suggests that the long time seismic motion can be an important cause of heavy damage due to liquefaction. On the other hand, in the simulation of non-liquefied site, liquefaction test results which showed high toughness at large number of repeat count were modelled, this toughness is one of the reason why the site had not undergone liquefaction.
