生産施設向け地震防災システム(T-RESQ F)の開発
東北地方太平洋沖地震による適用性検証

工場等の生産施設では事業継続の観点から地震後早期に生産能力を回復することが求められている。この対策の一つとして緊急地震速報と現地地震計を併用した生産施設向け地震防災システム(T-RESQ F)を開発した。本報告では,2011年3月11日東北地方太平洋沖地震に対する本システムの適用性の検証を行った。
緊急地震速報による予測では,今回のような巨大なマグニチュードの地震に対しては緊急地震速報の予測精度が低下し,計測震度の予測値が過小評価される傾向があることがわかった。一方,現地地震計の場合,直下型地震を対象とした現状のシステムでは,長い初期微動のごく初期の部分しか予測に用いていないため,観測値を過小評価してしまう。しかし,初期微動継続時間を適切に評価することにより,遠方の巨大地震に対しても予測値が改善され,停止信号の配信をより早くできる可能性を示した。

Development of Earthquake Disaster Prevention System for Manufacturing Facilities (T-RESQ F)
Applicability of T-RESQ F to the 2011 off the Pacific Coast of Tohoku Earthquake

Manufacturing plants are required to have a business continuity plan (BCP) for early recovery of production capacity after an earthquake. We have developed an earthquake disaster prevention system for manufacturing facilities (T-RESQ F) to help these facilities continue business after the earthquake. In this paper, we examined the applicability of T-RESQ F to the 2011 off the Pacific coast of Tohoku Earthquake.
We found that the Earthquake Early Warning (EEW) system underestimates the magnitude and seismic intensity in case of the great earthquakes with tremendous magnitude. Moreover, the on-site seismometer prediction method for near-source earthquakes underestimates expected earthquake motions because the method have used only a first several seconds of the long preliminary tremors. We developed a method that uses an accurately estimated duration of preliminary tremors. The improved method is capable of sending "stop" signals earlier than previous methods.
