東北地方太平洋沖地震の被害概要と地震防災・対策技術

2011年3月11日に発生した東北地方太平洋沖地震は,東北地方から関東に至る広い範囲に震度6弱から震度7に達する強い揺れをもたらし,津波による甚大な被害を発生させた。また,東京湾岸埋立地や利根川などの河川流域で顕著な液状化が発生し,戸建住宅に大きな被害をもたらした。また,原子力発電所の被災による放射性物質の拡散は,国内に止まらず世界の人々に衝撃を与えた。本論では,今回の地震被害を概観し,特集号に掲載した各論文の概要について説明すると共に,今回の震災で明らかとなった知見と今後の課題を整理する。

Lessons Learned from the 2011 off the Pacific coast of Tohoku Earthquake, and Taisei’s Disaster Prevention Technology

The earthquake and tsunami that struck Japan on March 11, 2011, affected a vast area between the Tohoku and Kanto regions. The strong ground motions ranged from 6-low to 7 in seismic intensity, and a colossal tsunami devastated the coastal areas. Liquefaction was observed in the hundreds of miles of reclaimed land around Tokyo bay, as well as in large river basins, such as that of the Tone River. The damage at the Fukushima nuclear power plant frightened people not only in Japan but also around the world. This paper outlines the damage caused by the great earthquake and introduces some recent developments in Taisei’s disaster prevention technology. Finally, the lessons learned from the seismic damage and our future issues for research are presented.
