An assessment tool for investigating heat island measures based on CFD has been developed. With the developed technique, comprehensive treatment is possible for element technologies relevant to heat island measures and indispensable factors for easing outdoor heat, such as arrangement of buildings, and planting. The major features of the simulation code developed in the present study are as follows: (1) Fluid dynamic analysis by an unstructured grid system, (2) Solar radiation analysis based on the radiosity method, which copes with unstructured surface meshes, (3) Evaporation from trees, lawns, water surfaces etc. can be handled, (4) The parallel code is capable of high speed execution, (5) Computation of the mean radiant temperature using configuration factor distributions on the human body. The present work describes an outline of the tool, comparison between CFD analysis and field measurement, and a demonstrative example of analysis of these present building blocks and Future Eco city in Yokohama. The measures considered in the present analysis are thought to be effective.
