建物を対象とした地震リスク評価の現状

地震が発生した時に、建物にどの程度の被害が発生するのかを定量的に把握（地震リスク評価）し、これをコントロールする地震リスクマネジメント（SRM）手法について概説を行い、このSRM手法を基に行われている地震リスク評価の現状について紹介する。 現状行われている地震リスク評価結果の使われ方について、留意点を以下のようにまとめた。1)一般に使われている地震PML値は、地震リスクのある一面を示しているに過ぎず、この値のみで判断できない。2)地震PML値の保証を求められる場合があるが、確率論に基づいて算定されるものであり保証できるものではない。3)設計者においても、地震リスクと耐震性とを同一視するケースがあるが、両者の傾向を大掴みに把握することはできるものの、必ずしも整合性の取れるものではない。

The Present Condition of the Seismic Risk Evaluation for the Buildings

In this paper, a seismic risk management technique is outlined and then the present situation of the seismic risk evaluation which is done based on this seismic risk management technique is introduced. The seismic risk management is the technique to control the building damage which occurs with the earthquake. As for the way of using a seismic risk evaluation result, some points of attention were gathered as follows. 1) The seismic PML value shows the aspect of the seismic risk only. 2) Sometimes, the guarantee of the seismic PML value is demanded. However, for this value to be calculated based on the probability, we can not guarantee this value. 3) Seismic risk and seismic resistance are often identified but both isn't always coordinated.
