郊外既存団地の上層階を地場産業施設にコンバージョンすることによる地域再生の提案

戦後日本の高度成長期における都市近郊の住宅需要にこたえて,UR都市機構の前身である日本住宅公団を中心に団地建設が進められ,1970年代以降は地価の高騰に伴い,団地の郊外化へと進んだ。現在,郊外型団地は交通の便の悪さから通勤通学を伴う現役世帯から敬遠され,高齢化と空室の増加が顕著となっている。このような交通の便の悪い団地では,住宅としての機能を拡充しても住民の増加や若返りなどの活性化は難しいと考えられる。そこで特に空室の多い4,5階などの上層階を事業機能にコンバージョンして有効活用する方法を考えた。本論文ではコンバージョンの概要を紹介し,神奈川県のある団地についてのケーススタディを行い,事業性や実現のための課題と対応策について検討を行った。その結果,コンバージョンコストを抑え地域に合った適切な業種選定や,各種行政政策を活用することで採算レベルに達する可能性が示された。

Proposal of Area Renovation: Convert Upper Floor Units of Suburban Apartment Buildings into Facilities for Local Industry

The period of high economic growth after World War II saw large demand for housing in urban areas. The Japan Housing Public Corp., predecessor of the Urban Renaissance Agency, was the largest supplier of urban housing and constructed many apartment buildings with four or five stories. Rising land prices after the 1970's resulted in the sprawl of such apartment buildings, especially in metropolitan areas. These apartment buildings did not attract the work and school populations due to poor commuting conditions, resulting in their current populations of elderly residents and an increasingly large number of vacancies. Refurbishing these apartment buildings may not improve the occupancy rate as their location remains a problem for area renovation. Under such circumstances, we propose converting the upper floor units of these apartment buildings into facilities for local industry. This paper outlines such conversions and describes a case study in Kanagawa prefecture. A cost study is made and possible problems and their solutions are discussed. The results show that such businesses can be feasible if they meet community needs and take advantage of various government incentives.
