津波シェルターの開発
漂流物対策を考慮した津波シェルターの立地計画および設計に関する検討
2011年3月11月に発生した東北地方太平洋沖地震津波の甚大な被災を背景に,津波避難施設の重要性が再認識されている。本稿では津波避難施設の開発を目的として,円筒形構造の「津波シェルター」を対象に立地計画と構造設計に係る課題について検討した。
津波シェルターの立地箇所は,対象地域の居住・就労人口と津波避難施設の収容人数および所要避難時間によって決定されるため,漂流物対策が必要なケースが多い。そこで,漂流物対策の必要性を評価するシミュレーションを実施した。ついで,漂流物対策として津波シェルターの周囲を杭式防衝工で囲む構造を対象に,津波シェルターに作用する波力と洗掘に着目した検討を実施した。
漂流物シミュレーションは,漂流物の移動経路,集積場所を評価でき有用であることを示した。杭式防衝工は,津波シェルターに作用する津波波力を低減する効果があり,引抜抵抗を担う基礎構造の軽減化に寄与することを示した。また,防衝工に集積する漂流物は洗掘を助長する高流速の継続時間を長期化させることを示した。

Development of Tsunami Shelter
A Study on a Location Plan and a Structural Design of an Emergency Shelter that Provides Safety in a Tsunami and Withstands Impacts from Floating Debris
After the 2011 Tohoku earthquake and tsunami, the importance of safe tsunami shelters was again recognized. The objective of this study was to develop a cylindrical tsunami shelter by focusing on the interaction of driftage and tsunami shelters from the viewpoint of location planning and structural design. Since a tsunami shelter should be able to withstand impacts from driftage, we developed a pile type structure that surrounds the tsunami shelter and acts as an absorber. A simulation of debris movement over tsunami-inundated land was performed to determine the risk of driftage impacts. The results clearly show that the route and destination of the driftage are predictable. A 3D numerical simulation also was carried out to investigate how the absorber affects the force of the tsunami wave and the scouring that occurs around a tsunami shelter. The results show that the absorber can reduce the tsunami’s force against a tsunami shelter, but the driftage caught by the absorber creates a contraction flow, which can increase the risk of scouring around a tsunami shelter.
