臨海施設のBCPを対象にした津波による内水氾濫解析
津波により排水路を逆流し陸域に溢水する現象のシミュレーション

2011年3月に発生した東北地方太平洋沖地震津波は、産業施設に甚大な被害をもたらしただけでなく、産業施設の事業継続計画(BCP)が重要であること示した。津波の規模が想定範囲内である限りは、防潮壁等で津波の遡上を防止することができる。しかし、護岸からの遡上を防いでも、産業施設では取放水路や排水路を介して場内のマンホール(立坑)から海水が浸入する内水氾濫により、浸水被害の発生だけでなく避難経路の喪失といった問題も発生する可能性がある。
そこで、本研究では産業施設の排水路を対象とし、津波による内水氾濫の現象把握を目的として数値解析を試みた。大型の取放水路の場合には、陸側の立坑ほど溢水量が多いことを実験および解析により確認した。一方、産業施設規模の排水路網の場合、マンホール等の抵抗が大きいため海側の溢水量の方が陸側より多いが、250m陸側のマンホールからでも溢水は発生することがわかった。この場合の排水路内の流れは、水と空気が混在するため、気液二層の解析が有効であることを示した。

Simulation of Tsunami-generated Overflow in Drainage Channel Network
Simulation for Business Continuity Planning for Coastal Facilities

The 2011 Tohoku Region Pacific Ocean Tsunami caused serious damage along the Pacific coast of eastern Japan. The tsunami clearly showed that business continuity plans are critically important for industrial facilities.
This paper examines tsunami-generated flooding in drainage channels, which may occur even in coastal land areas protected by high seawalls. The flooding can cut off evacuation routes and obstruct safety measures. Therefore, industrial facilities must consider countermeasures to ensure business continuity and recovery.
A hydraulic model test was conducted to learn more about how flooding occurs in drainage channels. The test revealed that the overflow volume was larger on the landward side of the drainage channel than on the seaward side. A two-phase numerical simulation of the drainage channel networks showed how flooding actually occurs. Although the overflow began from the landward side of the channel, which was farthest from the sea wall, the volume was smaller because of head loss from the channel configuration, divided flows, combined flows, etc. The results of the study confirm that two-phase numerical simulation is suitable for reproducing flooding.
