建物における地震・風観測モニタリングシステムの開発と適用
東北地方太平洋沖地震において実証された有用性

長時間におよぶ建物の揺れに対応する地震・風観測モニタリングシステムを開発した。本システムは,観測記録の蓄積や地震対策技術の効果検証に利用するだけでなく,構造設計者,建物管理者がそれぞれ防災手段として有効に利用できることを目指して構築されている。地震後に情報を迅速に伝達するよう,データを自動で分析し,分析結果をEメールにて自動配信する。配信される地震時速報メールには,震度や最大加速度といった基本情報のほか,免震効果の情報や,制振部材の累積損傷度の表示などを必要に応じて含めることができる。本システムは,免震や制震等の地震対策技術を導入した建物を中心に既に10件以上に適用している。2011年3月11日の東北地方太平洋沖地震では,地震時速報メールにより,初期情報がスムーズに関係者へ伝達され,即時に建物の健全性が判断された。また,建物に施されている地震対策技術が有効にはたらいたことが確認された。

Development and Application of a Seismic and Wind Observation Monitoring System
Usability of the System Demonstrated in the 2011 off the Pacific Coast of Tohoku Earthquake

We have a developed seismic and wind observation monitoring system that can monitor vibrations of long duration. The system can be used not only for data accumulation and verification of applied seismic technology, but also for providing disaster information that can be used by building managers and structural designers when making decisions. The system analyzes the observed data and automatically and promptly reports the results by e-mail. The report consists of fundamental information, such as seismic intensity and maximum acceleration, as well as other needed information, such as the effectiveness of isolation measures or dampers in a structure and the accumulated damage to steel damper. The system has been applied to more than ten buildings. In the 2011 off the Pacific coast of Tohoku Earthquake, the system smoothly transmitted information to the appropriate people, who then were able to quickly determine the status of their buildings. The system also showed which applied seismic technologies were effective.
