安全・安心とリスク
よりいっそう安全･安心な空間を提供するために
建設業の使命は､安全・安心な空間を社会に提供することである。安全･安心という概念の反対は危険･不安であり、人々は皆、危険･不安な状況よりも安全･安心な状況を望んでいる。ところが安全⇔危険、安心⇔不安という状態は、絶対的なものではなく、リスクが小さい時、人は安全・安心を意識し､リスクが大きい時に危険・不安を意識する。ここではリスクの工学的定義を示した上で､リスクマネジメントの重要性を示した。

Safety/Security and Risk
To Provide More Safe and Secure Living and Working Environments
One goal of the construction industry is to provide society with safe and secure living and working environments. While everyone expects this, safety/danger and security/insecurity cannot be quantitatively measured. People are conscious of safety and security only when the risk is small and are aware of danger and insecurity only when the risk is large. This paper defines risk in terms of engineering and discusses the importance of risk management.
